Getting to know Mexico: Puebla

Puebla is the fifth largest Mexican state in terms of population, with 6.5 million residents. Located east of Mexico City in the trans-Mexico volcanic belt, it is home to two of Mexico’s most famous volcanoes — Popocatépetl (active) and Iztaccíhuatl (dormant).  

It is the birthplace of Cinco de Mayo, which is often celebrated in southwestern United States, and commemorates the Battle of Puebla, where the outnumbered Mexican forces defeated the French army. It is also the birthplace of a year-round treat – mole poblano – which is Mexico’s most famous and complex sauce.

Puebla was one of the original states of the Mexican federation but ceded a portion of its territory in 1857 to create the state of Tlaxcala and again in 1869 when the state of Hidalgo was created to the northwest.

Its main city, Puebla, is one of the largest in Mexico with over 1.7 million residents.  It was founded in 1531 by the Spanish in order to secure the trade route between Mexico City and the port at Veracruz.

Puebla has a long industrial history tied to textiles and food processing, and in recent decades has become a major automotive manufacturing center, anchored by large Volkswagen and Audi operations near Puebla City. There are numerous companies in the state that produce parts for these operations, making the automotive industry its most important. 

Its location east of Mexico City places it within the country’s most important consumer and logistics corridor, with highway and rail links connecting central and southern Mexico. The state also retains a substantial agricultural base in surrounding valleys.

The state is also heavily agricultural but is hampered by a lack of irrigation infrastructure which, despite a favorable climate for year round production, limits most areas to a single crop per year.

While Puebla is not normally considered a vacation destination given its inland location, its richness of historic sites and architecture attract many visitors, making tourism a significant component of its economy.

For companies evaluating regional markets, Puebla offers scale, established suppliers, and access to large educated and skilled labor markets. Key challenges include rising crime in certain urban and transport corridors, congestion around Puebla City, and labor relations that can be more rigid than in nearby states. Puebla is best suited for large-scale manufacturing and distribution operations that can manage workforce complexity and logistics security.
